LL97 Compliance for Article 321 Buildings

Local Law 97 (LL97) establishes carbon emissions limits on New York City buildings over 25,000 gross square feet. While affordable or rent-regulated housing and houses of worship are not exempt from this rule, they may qualify for alternative or delayed compliance. Under Article 321, eligible buildings may choose from several pathways: 

  • Prescriptive Pathway: Implement all applicable Prescriptive Energy Conservation Measures (PECMs) by December 31, 2024, and submit a one-time report certified by a qualified retro-commissioning ("RCx") agent by May 1, 2025.

  • Performance-based Pathway: Meet the 2030 emissions limits for 2024 and submit a one-time report certified by a registered design professional (RDP) by May 1, 2025.
